Elizabeth Pardoe

Research Notes:
At first glance (at the census records) it would appear that Elizabeth must have died at some point between the 1901 and 1911 censuses, since there are three offspring living at home with Alfred and Sarah Pardoe her parents.
The problem is that I cannot find a death for Elizabeth Pardoe, either in the Birth Indexes or in the local burial registers in this period.
She does not appear on the 1911 census anywhere (unless there is a transcription error).
The other anomaly is that a "Sarah Pardoe", aged 13 born in Glascoed is living with Elizabeth's grandparents on the 1911 census. There is no trace of a Sarah Pardoe in birth indexes, 1901 census records or baptism records.
I have wondered whether Elizabeth and Sarah Pardoe are the same person, although there may be alternative explanations. Why though, would parents put on their census return that their child had died, when they are in fact still alive and living with their parents?
